New version of TM4L

A new version is ready for download.

Among the new features is the translation of the TM4L Editor interface in a couple of languages including Chinese (Taiwan), Japanese, French, and Nepali. The translation into Japanese, French and Nepali was provided by the National Institute of Informatics, Japan, and the translation into Chinese (Taiwan) by the National Chiao Tung University, Taiwan.
